CE garners opinions on 2027 Policy Address from Legislative Assembly members

MACAU, August 15 - The Chief Executive, Mr Sam Hou Fai, reaffirmed, during a seminar on the 2027 Policy Address with members of the Legislative Assembly, the Government’s firm commitment to upholding and improving the executive-led system, while strengthening positive interaction between the executive and legislative branches.

The Legislative Assembly-dedicated seminar on the 2027 Policy Address held on Friday (14 August) by the Government saw the Chief Executive and the five Government secretaries garner opinions and suggestions from Legislative Assembly members regarding the preparation of next year’s policy blueprint.

Following the seminar, the Chief Executive hosted a gathering with Legislative Assembly members to mark the final working day before the adjournment of the first regular session of the eighth Legislative Assembly.

Mr Sam stated that the dedicated exchange session – held to solicit opinions from Legislative Assembly members in connection with the preparation of the 2027 Policy Address – was an innovative initiative of the current-term Government and the Legislative Assembly. It demonstrated the further strengthening and improvement of the executive-led system, as well as enhanced positive interaction between the executive and legislative branches.

The President of the Legislative Assembly, Mr Cheong Weng Chon, noted that the Macao Special Administrative Region (MSAR) Government and the Legislative Assembly have maintained close communication and effective collaboration. The Government’s proactive outreach to legislators during the Policy Address preparation process had strengthened the positive interaction between the executive and legislative branches, Mr Cheong said.

The seminar also enabled the Legislative Assembly better to fulfil its roles of providing political guidance and legislative oversight, and serving as a key bridge between the Government and society. Through jointly reviewing past governance experience and engaging in thorough dialogue, both sides had laid a stronger foundation for formulating the Policy Address and advancing Macao’s sustainable development, said Mr Cheong.

All members of the Legislative Assembly spoke during the seminar, offering views and suggestions on a wide range of topics. They included: the Third Five-Year Plan for Economic and Social Development of the MSAR; safeguarding national security; deepening public administration reform; strengthening interaction between the executive and the legislature; promoting appropriate economic diversification; advancing Macao-Hengqin integration; progressing with Macao’s four major projects; and boosting the economy at community level.

Other topics covered by Legislative Assembly members included: furthering integration of culture-, tourism-, and sports-related matters; enhancing services for the elderly and for children; devolving public resources to a lower level; and population policy. Also raised were: urban governance; big data infrastructure and the digital economy; legislation on artificial intelligence; urban renewal and district revitalisation; development of specialised financial services; and regional cooperation. Additionally mentioned were: civil service affairs; key legislative and law-amendment initiatives; housing policy; talent development and attraction; patriotic and love-for-Macao education; youth employment; livelihood improvement measures; and policies with a family-friendly focus.

Mr Sam expressed his gratitude regarding the substantive and practical proposals put forward by Legislative Assembly members. He noted that the suggestions were comprehensive, covered short-, medium-, and long-term development needs of Macao, and offered valuable input.

The exchange session effectively promoted mutual understanding and consensus-building between the executive and legislature, contributing to the healthy development of Macao society, said Mr Sam. The Government would thoroughly analyse and incorporate the opinions gathered, further consolidating broad social consensus in formulating the upcoming Policy Address and implementing its proposals.

During the gathering with Legislative Assembly members, the Chief Executive once again thanked them for their dedication, contributions, and consistent support for the Government’s work.

Since its inauguration, the eighth Legislative Assembly has actively and efficiently fulfilled its legally-mandated duties, continuously improving legislative and oversight work, while maintaining close ties with society and offering constructive policy recommendations. The collaborative mechanism between the Government and the Legislative Assembly would continue to be improved, while the Legislative Assembly’s reform and development agenda was also progressing in an orderly manner, noted Mr Sam.

The Government will soon officially release Macao’s Third Five-Year Plan. During the public consultation phase, the Legislative Assembly organised a total of 154 events of various kinds, collecting 789 suggestions. The Legislative Assembly’s Support Services compiled a dedicated report on these inputs, which provided important reference for the formulation of the Plan.

Mr Sam expressed hope that Legislative Assembly members would use the adjournment period to rest, reflect on their experiences, and plan for the future, returning for the new session with renewed energy and a proactive spirit. Together, he said, the Government and the Legislative Assembly would write a new chapter of sincere cooperation in the development and revitalisation of Macao.
